<?xml-stylesheet type="text/xsl" href="http://www.fourtierrealty.com/utility/FeedStylesheets/atom.xsl" media="screen"?><feed xmlns="http://www.w3.org/2005/Atom" xml:lang="en"><title type="html">Gary Halverson</title><subtitle type="html" /><id>http://www.fourtierrealty.com/blogs/gary_halverson/atom.aspx</id><link rel="alternate" type="text/html" href="http://www.fourtierrealty.com/blogs/gary_halverson/default.aspx" /><link rel="self" type="application/atom+xml" href="http://www.fourtierrealty.com/blogs/gary_halverson/atom.aspx" /><generator uri="http://communityserver.org" version="2.1.61019.2">Community Server</generator><updated>2009-03-06T08:27:26Z</updated><entry><title>Another problem with the housing crisis</title><link rel="alternate" type="text/html" href="http://www.fourtierrealty.com/blogs/gary_halverson/archive/2011/02/27/another-problem-with-the-housing-crisis.aspx" /><id>http://www.fourtierrealty.com/blogs/gary_halverson/archive/2011/02/27/another-problem-with-the-housing-crisis.aspx</id><published>2011-02-27T16:54:00Z</published><updated>2011-02-27T16:54:00Z</updated><content type="html">&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&lt;strong&gt;&lt;span style="line-height:115%;font-size:16pt;"&gt;&lt;font face="Calibri"&gt;Look at the number of homes now in foreclosure.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Understand that most of the homes have repairs that are needed, before a home owner may purchase a home with a loan from the government.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Yet most of the people trying to buy the homes will not be able to purchase a home because of the needed repairs.&lt;span&gt;&amp;nbsp; &lt;/span&gt;FHA does have a program to assist with this process, yet most potential homeowners are not able to put a house deal together because of the process of getting a permit to repair, cost estimates needed, hiring someone to make the repairs.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Most homeowners will not be able to do the repairs themselves because of local restrictions to obtain a permit because of license law in this state.&lt;span&gt;&amp;nbsp; &lt;/span&gt;IF the homeowner is able to complete the process, and jump through the hoops, the costs will then most likely become unaffordable for the homeowner.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Also, will the home then appraise at a price where the mortgage company will make a loan?&lt;span&gt;&amp;nbsp; &lt;/span&gt;Further, our government has rules in place to delay the purchase of the foreclosed home by investors.&lt;span&gt;&amp;nbsp; &lt;/span&gt;I understand the idea of allowing prospective homeowners &amp;ldquo;first chance&amp;rdquo; to purchase a home.&lt;span&gt;&amp;nbsp; &lt;/span&gt;This usually will cost the homebuyer more money IF they are able to put a purchase in place.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Why?&lt;span&gt;&amp;nbsp; &lt;/span&gt;It&amp;rsquo;s because the bank will hold the price of the home as high as possible to recover the lost mortgage money.&lt;span&gt;&amp;nbsp; &lt;/span&gt;That is the concept&amp;hellip;&amp;hellip;&lt;span&gt;&amp;nbsp; &lt;/span&gt;In reality, the homeowner is not able to buy the home, again because of what I mentioned regarding home repairs, and the red tape involved to correct the repair issues.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Since the home will usually not sell to a homeowner, in comes the investor.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The investor will pay cash for the home, usually at a lower price than the homebuyer who will use this home as a primary residence.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Our friends in Washington view this as a negative.&lt;span&gt;&amp;nbsp; &lt;/span&gt;But for those that now own a home, and is trying to sell in a neighborhood with foreclosures, the investor is helping homeowners trying to sell their home that is in saleable condition, to great condition.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The investor will buy the home, taking it off the market, repair it, and resell it to usually a more qualified, stable buyer.&lt;span&gt;&amp;nbsp; &lt;/span&gt;This will help all homeowners now trying to sell.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Further, the home in most cases will be repaired by a licensed contractor who will have the ability and knowledge to repair the home in a correct, safe and durable manner.&lt;span&gt;&amp;nbsp; &lt;/span&gt;What is my point in the end?&lt;span&gt;&amp;nbsp; &lt;/span&gt;Expecting Washington to manage their way out of the housing mess that they created is expecting too much. The present policy of purchasing a home in need of repair is a tax on the homeowner who is making their payments and keeping the home in great condition. We are facing 6.2 billion financial deficit in Minnesota.&lt;span&gt;&amp;nbsp; &lt;/span&gt;It is my feeling that we will as a people be forced to lay off public employees and staff in public schools.&lt;span&gt;&amp;nbsp; &lt;/span&gt;This is a thought that will cause pain for us all.&lt;span&gt;&amp;nbsp; &lt;/span&gt;IF this is to happen, I believe we must keep the employees who are the best workers and look at the merit of the employee.&lt;span&gt;&amp;nbsp; &lt;/span&gt;We must move beyond seniority and keep the employee who deserves to be kept because of their work performance and not just because they are the first hired or the longest in seniority.&lt;span&gt;&amp;nbsp; &lt;/span&gt;By adapting this policy, we will be&amp;nbsp;&amp;nbsp; more efficiently served by the employees of the city, county, state or school district.&lt;span&gt;&amp;nbsp; &lt;/span&gt;I am not saying the longest in seniority needs to go, nor am I saying that the last one hired is to be protected.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Of course we all must manage our finances, and risk control, but in the proper menu of investment and capital &lt;/font&gt;&lt;font face="Times New Roman" size="3"&gt;management, it only makes sense.&lt;span&gt;&amp;nbsp;
